Capacity of the Assembly

Receiving evidence

The Committee on Assembly Electoral Reform is undertaking an inquiry to examine the recommendation of the Expert Panel on Assembly Electoral Reform that the size of the Assembly should be increased to at least 80 Members, and preferably closer to 90 Members, by:

*      Identifying the implications for the capacity of the Assembly of any relevant changes in the roles and responsibilities of the Assembly and its Members, or the wider constitutional context, since the Panel reported in 2017;

*      Exploring how any change in the size of the Assembly would be implemented, including the potential impact of increasing the Assembly’s scrutiny capacity and the financial and other implications;

*      On the basis that the size of the Assembly will remain at 60 until at least 2026, considering whether there are any alternative measures which could be adopted in the short term to ensure the Assembly has the capacity it needs to carry out its representative, scrutiny and legislative functions.
