Welsh Government Financial Support for Business

The Auditor General for Wales published his Report, Welsh Government Financial Support for Business on 29 November 2018.

Various parts of the Welsh Government provide different forms of financial and other support to businesses for a range of purposes. The Sectors and Business team within the Welsh Government’s Economy Skills and Natural Resources Group team administers much of the project finance that Welsh Government provides directly to individual businesses to create or safeguard jobs which is where the Auditor General focused the audit work during this study.

This review was prompted by previous Auditor General reports along with the Public Accounts Committee and the media highlighting examples of projects that received Welsh Government financial support but did not deliver the intended benefits.

The Public Accounts Committee considered the Report in January 2019 and undertook an inquiry in the summer 2019 term. The Committee Chair wrote to the Welsh Government with its findings in January 2020 and was scheduled to return to this issue in June 2020. However, given the Public Health Emergency, the session on 24 June 2020 focussed on the economic impact of Covid-19 and the Welsh Government’s response. The Committee did scrutinise the Welsh Government on financial support that had been given to assist businesses in the initial stages of the pandemic.
