Draft Regulations on Carbon Budgets 2019
Under the Environment (Wales) Act 2016, there is a duty on the
Welsh Ministers to set a maximum total amount for the net Welsh greenhouse gas
emissions, known as a carbon budget. The Welsh Ministers are required to ensure
that net Welsh emissions for each period does not exceed the carbon budget for
that period. The first budgetary period is 2016-2020, and the remaining
budgetary periods are each succeeding period of five years, ending with
2046-2050.
Welsh Ministers are required to set 2 consecutive carbon budgets for the
periods 2016-2020 and 2021-2025 before the end of 2018. The Climate Change, Environment and Rural
Affairs Committee of the National Assembly for Wales is responsible for
scrutinising the draft regulations which set these carbon budgets. The
Committee will produce a report on their findings which will be laid with the
National Assembly for Wales.
