Subordinate legislation - Commencement orders / regulations

The role of the Constitutional and Legislative Affairs Committee is to consider and report on subordinate legislation laid before the National Assembly.

 

However, some subordinate legislation does not have to be laid before the Assembly. Commencement orders (i.e. subordinate legislation that specifies a date when primary legislation comes into force) usually are not subject to any formal procedure and do not have to be laid before the Assembly. The Welsh Ministers notify the Committee of commencement orders / regulations, but they are not usually scrutinised by the Committee.
