Purpose of the consultation
The
Equality, Local Government and
Communities Committee undertook an inquiry into diversity in local
government. The consultation closed on Monday 10 September 2018.
The
terms of reference were:
- To understand the importance of
diversity among local councillors, including the effect on public
engagement, debate and decision making.
- To understand key barriers to attracting
a more diverse pool of candidates for local government elections.
- To explore areas of innovation and good
practice that may help increase diversity in local government.
- To explore the potential impact of the
proposals in the Welsh Government’s Green Paper, Strengthening Local
Government to increasing diversity in Council chambers
Providing Written Evidence
The
National Assembly for Wales has two official languages, Welsh and English.
In
line with the Assembly’s
Official Languages Scheme, the Committee requests that documents or written
responses to consultations intended for publication or use in National Assembly
proceedings are submitted bilingually. When documents or written responses are
not submitted bilingually, we will publish in the language submitted, stating
that it has been received in that language only.
We
expect other organisations to implement their own standards or schemes and to
comply with their statutory obligation.

Online survey
The
Committee also conducted two online surveys. The analysis of the survey sent to
councillors can be viewed here.
