The Welsh Government has responded (266 KB) to the Petitions Committee's report on Disabled People's Access to Public Transport (796 KB). A debate will take place in Plenary on Wednesday 31 January.


The Committee has published a summary of its consideration (550KB) of petition P-04-564 Restoration of Inpatient Beds, Minor Injuries Cover and X-Ray Unit to the Ffestiniog Memorial Hospital (22 January 2018).

The National Assembly for Wales has today agreed to implement a number of changes to its petitions process. The Petitions Committee decided to request these changes, among a number first proposed in the previous Assembly as part of a Review of the Public Petitions Arrangements, (366 KB) to protect the accessibility of the Assembly’s petitions system and help increase its credibility.


All petitions will now be required to collect at least 50 signatures before they can be considered by the Petitions Committee. Previously petitions from individuals were required to collect 10 signatures and there was no requirement for a petition from an organisation to collect any signatures.


The Committee also wishes to ensure that petitions submitted to the Assembly are on issues of concern for people or organisations based in Wales. Therefore, everyone submitting a petition will be required to live in Wales or have a base in Wales. Anyone will still be able to sign petitions, regardless of where they live.


The Committee will also now consider requesting a debate in the Assembly on any petition which collects 5000 or more signatures. The Committee will apply its discretion as to the appropriateness and timing of requesting a debate on any petition. The final decision about whether to schedule a debate will be taken by the Assembly’s Business Committee.

The Petitions Committee was established on 28 June 2016 to carry out the functions of the responsible committee set out in Standing Order 23.

Its role is to consider all admissible petitions that are submitted by the public. Petitions have to be about issues that the National Assembly had powers to take action on. The petitions process enables the public to highlight issues and directly influence the work of the National Assembly. Its specific functions are set out in Standing Order 23.
