3.1

This Week's Business

Minutes:

On Tuesday, Voting Time would be after the final item of business. On Wednesday, Business Committee agreed that Voting Time would take place before the Short Debate.

3.2

Three Week Timetable of Government Business

Minutes:

Business Committee noted the 3 Week Timetable of Government Business.

Business Managers also noted that the Cabinet Secretary for Education had moved her OAQs from 18 January to 11 January due to foreign travel commitments. The usual rotation would then resume. The Counsel General would therefore be the only member of the government answering questions on 18 January.

Three Week Timetable of Assembly Business

Minutes:

Business Committee determined the organisation of Assembly business and agreed to schedule the following items of business:

Wednesday 14 December 2016 –

  • Statement by the Chair of the Equality, Local Government and Communities Committee on the Committee’s Inquiry into Human Rights (30 mins)

·         Time allocated to Plaid Cymru (120 60 mins) – 60 mins moved to 18 January

 

Wednesday 18 January 2017 –

  • Time allocated to Plaid Cymru (120 mins)
  • Time allocated to the Welsh Conservatives (60 mins)

Legislation

4.1

Trade Union (Wales) Bill

Minutes:

Business Managers agreed in principle to refer the Trade Union (Wales) Bill to the Equality, Local Government and Communities Committee (ELGC) for Stage 1 consideration.

 

Business Managers agreed to defer a decision on the Bill’s timetable until a future meeting to allow for consultation with the ELGC Committee.

 

Paul Davies raised the issue of the Assembly’s competence to deal with this piece of legislation and the Llywydd confirmed that this would be referred to her for consideration prior to the Bill’s introduction as usual.

Plenary

5.1

Christmas Recess Tabling Arrangements

Minutes:

Business Committee approved the proposed tabling arrangements for the Christmas recess period.

 

Business Managers noted that the Finance Committee would be laying its report on the Land Transaction Tax and Anti-avoidance of Devolved Taxes (Wales) Bill on or before 22 December.

Procedural Work Programme

6.1

Review of the Public Petitions Arrangements

Minutes:

In September, Business Managers agreed to write to the Petitions Committee for its view on the recommendations set out in the Review of the Public Petitions Arrangements report published by its predecessor committee in February 2016.

 

The Committee noted a response from the Petitions Committee which set out the recommendations the Committee intends to take forward and those it does not.

 

Business Managers requested that the Clerk bring forward a paper in the New Year on how the changes could be implemented.
