2.1

P-04-653 Ban the Use of Wild Animals in Circuses in Wales

Members declared the following relevant interest under Standing Order 17.24A:

  • Joyce Watson is in support of the petition and may have signed it;
  • William Powell is in support; and
  • Bethan Jenkins is also in support and has signed the petition on the RSPCA website.

 

The Committee considered correspondence on the petition for the first time and agreed to write to the Minister asking her:

·         to comment on the further views from the petitioner;

·         for more information on the review, including what the timeframe is likely to be, how the work will be carried out, and what organisations will be contacted;

·         to comment on whether powers under section 12 of the Animal Welfare Act 2006 can be used to implement prohibition, if the evidence of the independent review on use of wild animals in circuses points to the need for it; and

·         whether she believes that primary legislation would be needed.

P-04-479 Tywyn Memorial Hospital X-ray & Minor Injuries Unit Petition

William Powell declared the following relevant interest under Standing Order 17.24A:

William Powell had met the petitioners for petition P-04-564 (Restoration of Inpatient Beds, Minor Injuries Cover and X-Ray Unit to the Ffestiniog Memorial Hospital).

 

The Committee considered correspondence on the petitions and agreed to:

  • as requested by the petitioners for petition P-04-564, ask the Minister to consider reviewing:
    • the decisions taken by BCUHB, in relation to the matters of concern to the petitioners, before it was placed in special measures to ensure that the systemic issues that have since been identified at the Health Board did not lead to faulty decisions; and
    • the healthcare plans for the Welsh Uplands by a body such as the Mid Wales Healthcare Collaborative; and
  • write to the Health Board to provide details of the results of their monitoring of access to local minor injury services in the Welsh Uplands; and
  • as requested by the petitioners for petition P-04-479 (Tywyn Memorial Hospital X-ray & Minor Injuries Unit), ask the Health Board how they have addressed the CHC’s recommendation that the Health Board should have a strategy for accessing an alternate minor injuries service outside of the opening hours of Tywyn Hospital

P-04-603 Helping Babies Born at 22 Weeks to Survive

The Committee considered correspondence on the petition and agreed:

  • to seek comments from the petitioner drawing her attention in particular to the offer to share with her the content of the final draft of the joint Maternity and Neonatal document providing guidance to Health Professionals, prior to it going to the Neonatal Steering Group in November; and
  • for assurances from the CMO that she will be able to have an input into the draft.

·         Close the petition and;

·         In closing the petition, ensure that the Minister is made aware of the latest correspondence and ask that it is taken into account

P-04-540 Stop Sexism In Domestic Abuse

The Committee considered correspondence on the petition and agreed to await the views of the petitioner and if no response is forthcoming in four weeks, close the petition.

P-04-631 Save our service- Large Animal Rescue in North Wales

  • await comments from the petitioner;
  • seek a response from the North Wales Fire and Rescue Authority and the views of the South wales and Mid and West Wales Authorities also forward them the views of the RSPCA; and
  • make all of them aware of the RSPCA’s views

P-04-511 Support for children and young people participation standards

The Committee considered correspondence on the petition and agreed to:

  • forward the responses from Children in Wales and Powys Youth Forum to the Minister for Communities and Tackling Poverty asking for her views and whether she is satisfied with the progress that is being made; and
  • Ask Children in Wales to respond to the petitioners’ comments.

The Committee considered correspondence on the petition and agreed to:

 

·         draw Animal Aid’s response to the attention of the Deputy Minister and ask for her comments on their further proposals into how CCTV footage might be accessed and monitored; and

·         ask the Deputy Minister for her views on whether the FAWC’s recommendation, and her written statement, will have any impact on the somewhat different issue of slaughter without pre-stunning.
