Minutes:
The
Committee considered correspondence from the Minister for Environment, Energy
and Rural Affairs and agreed to close the petition in light of the confirmation
that Welsh Government policy has been amended to the effect that Ministers will
be notified about, and will consider calling in, all future planning
applications for unconventional oil and gas development, where local planning
authorities are not minded to reject them.

The
Committee considered a written statement on Petroleum Extraction Policy and agreed to ask the Minister for
Environment, Energy and Rural Affairs to confirm the Committee’s understanding
that the Welsh Government would ‘call
in’ any new application for a license to extract petroleum, if the relevant
local authority intended to approve it.

Powell declared the following relevant interest under Standing Order 17.24A:
- He is a long-standing campaigner against
fracking.
The
Committee considered correspondence on the petition for the first time and
agreed to await a discussion with the petitioners at the petition handover and
seek their written views on the Minister’s response.
The
petition will be reconsidered at the next Committee meeting on 6 October.
