No. Laws already exist to protect children. The money should rather be spent on enforcing these current laws.

There is a danger of neighbours/friends /family reporting smacking as abuse and thereby causing ill feeling and anger in communities and families.
Loving parents would be turned into criminals and put pressure on families and jobs.
