1       Introductions, apologies, substitutions and declarations of interest

1.1 The Clerk opened the meeting and called for nominations to elect a temporary chair for the duration of the meeting and the meeting on 27 September 2018.


1.2 Llyr Gruffydd was nominated by David Rees and elected as temporary chair.

1.3 The temporary Chair welcomed Members to the meeting.

1.4 Apologies were received from Steffan Lewis AM. Llyr Gruffydd attended as a substitute.

3       Motion under Standing Order 17.42 to resolve to exclude the public from the remainder of the meeting and the meeting on 27 September 2018

3.1 The motion was agreed.



4       Preparations for replacing EU funding for Wales: Consideration of draft report

4.1 The Committee considered the draft report and agreed to approve any further changes via email.



5       Consideration of Tax Statutory Instrument

5.1 The Committee noted the statutory instrument and queried the legal definition of top-soil.



6       Senedd@ initiatives

6.1 The Committee noted the planned Senedd@ initiatives.



7       The Cost of Caring for an Ageing Population: Consideration of draft report

7.1 The Committee considered the draft report and agreed to consider a revised version at the next meeting.



8       Approach to scrutiny of the Welsh Government's Draft Budget 2019-20

8.1 The Committee agreed its approach to scrutiny of the draft budget and the schedule of oral evidence sessions during the autumn term. The Committee agreed to hold a concurrent meeting on impact assessments in the budget with the Children, Young People and Education Committee and the Equality, Local Government and Communities Committee.
