[1]          Huw Irranca-Davies: Good afternoon. Prynhawn da. Welcome to this session of the Constitutional and Legislative Affairs Committee on Monday, 12 June. The normal housekeeping remarks: we’re not expecting a fire alarm, but should a fire alarm happen, follow the directions of our clerk’s team here to the fire exits. If you can ensure that all mobile devices are switched to silent, and of course we have simultaneous translation on our headsets here for anybody taking part today, and interpretation is on channel 1. We have only one apology here, and that’s from our committee member Nathan Gill, today. With the indulgence of the committee, if I could just pass on our regards to Nathan and his team as well for the loss of their friend Sam Gould, as well, within their office. We pass our condolences on to not only Nathan’s office, but to Sam and his friends and family as well.

[2]          Huw Irranca-Davies: If we can move on to item 2, we have instruments that raise no reporting issues under Standing Order 21.2 or 21.3. Only one: it’s in paper 1 and it’s a statutory instrument with a clear report, negative resolution, SL(5)111, The Allocation of Housing and Homelessness (Eligibility) (Wales) (Amendment) Regulations 2017. Do we have any comments or observations, or are we happy to note that SI with clear report? Happy to note? Content? Thank you, committee members.

[3]          Huw Irranca-Davies: So, we’ll move on to item 3, papers to note. I’ll just mention, as we turn to these papers, that we’ll have the opportunity to discuss them in relation to some of our previous discussions that we’ve had on this committee, some of the pieces that we’ve picked up on these papers, when we come to private session later. But the papers to note we have are the Government response on the SL(5)098 statutory guidance on historic environment records in Wales, their compilation and use, and we have the Government response under paper 2. We also have the Government response on SL(5)104, the code of practice for species control provisions, under paper 3. And then paper 4: the Welsh Government prosecution code.

 

[4]          I would invite members to note the responses from the Government and also the prosecution code that is currently out for consultation. They cover some of the areas that we’ve discussed previously. What I would suggest to Members is that discussion in relation to the correspondence there, which draws on those previous discussions, we can consider later on the agenda under item 5. Content? [5]          We also have a letter from the Equality, Local Government and Communities Committee to the External Affairs and Additional Legislation Committee on the great repeal Bill under paper 5. I’d invite Members to note the correspondence, but also just to flag up with committee members that we responded to the External Affairs and Additional Legislation Committee last week, and we issued what was, in effect, our declaratory statement, in line with our previous discussions, and I think we circulated a copy of the final response separately as well. So, if you’re happy to note that. There we are.

[7]          Huw Irranca-Davies: Diolch yn fawr. And then we turn to correspondence in relation to the Abolition of the Right to Buy and Associated Rights (Wales) Bill. We have under paper 6 and paper 7, respectively, the letter from the Chair to the Cabinet Secretary for Communities and Children, and paper 7, the letter from the Cabinet Secretary for Communities and Children. Again, if I could invite Members to note the correspondence. We will note that consideration of the draft report on the Bill is programmed for later this afternoon in our session as well. So, if you’re happy to note those, then we can return to discussion. Thank you very much.

 

[8]          Then, we have correspondence in relation to the Additional Learning Needs and Education Tribunal (Wales) Bill. Under paper 8, a letter from the Minister for Lifelong Learning and Welsh Language on the Additional Learning Needs and Education Tribunal (Wales) Bill. Again, I invite Members to note the correspondence and just to take note as well that the debate on Stage 1 of the Bill was held in Plenary last Tuesday.
